Our organisation
Our executive leadership team have overall responsibility for implementing council decisions and ensuring the effective and efficient performance of the council.
The majority of our work programmes and teams sit within activity-based 'directorates'. The organisation is broken into five of these directorates, and each directorate is led by a director from the executive leadership team.
Executive managers responsible for people and capability, Māori engagement, democracy and governance services and economic development form part of the executive leadership team.

Customer and Corporate Services
The Customer and Corporate Services directorate takes care of all finance functions, corporate strategy and planning, customer services, information technology, facilities and fleet management, legal, procurement, funding and portfolio management, as well as communications and marketing.

Integrated Catchment Management
The Integrated Catchment Management directorate undertakes work relating to catchment management, biosecurity, biodiversity, drainage, natural hazard management and river and flood management.
Work programmes and services include:
- biosecurity, biodiversity, plants and animals
- flood protection and land drainage
- regional hazards, regional resilience, asset management, engineering delivery, environmental compliance and planning, project management and technical advice
- zone, catchment and river management
Resource Use
The Resource Use directorate (RUD) looks after Waikato Regional Council’s consenting and compliance responsibilities under the Resource Management Act 1991 and the Building Act 2004. They seek ways to minimise the adverse effects to people, property and the environment. The directorate also takes care of maritime safety.

- Civil Defence and emergency management.
Science, Policy and Information
The Science, Policy and Information directorate gathers, analyses, interprets and translates information on Waikato’s natural resources, community and economy in order to achieve positive regional outcomes. It’s future-focused, delivering evidence-based knowledge and advice which enables the council to effectively respond to emerging issues and new challenges.
Work programmes and services include:
- enviromental science
- social and economic science
- sampling, data collection and reporting on state of the region's environment
- environmental planning and policy analysis, advice, implementation and solutions
- spatial analysis and modelling
- spatial information and data management
- GIS administration.
Regional Transport Connections
The Regional Transport Connections directorate helps improve road safety, regional public transport and freight movement/logistics. The directorate works closely with relevant key stakeholders and funding partners, including territorial authorities and Waka Kotahi New Zealand Transport Agency.
Work programmes and services include:
- public transport operations (regional bus and train services)
- network planning and performance
- road safety education
- transport policy.
