Simplifying Local Government
The Government's Simplifying Local Government reform programme aims to build a simpler, more efficient local government system, reducing the number of councils across New Zealand through the creation of unitary authorities.
Unitary authorities combine the roles of city and/or district councils and regional councils into one entity.
Head Start outline proposals must be submitted by 9 August 2026. If the Government approves an outline proposal in principle, councils then have until March 2027 to complete a detailed proposal.
Proposals can be submitted by groupings of two or more territorial authorities. Unitary authorities (other than Auckland Council) may also submit as part of a grouping, but regional councils may not. However, regional councils may contribute to the development of outline proposals.
If a council does not take part in the Head Start pathway, or the Government does not approve its outline proposal, they will be part of the Back Stop pathway. That means the Government will decide what happens in that region after the 2028 local body elections.
We want the best outcome for our region and are committed to providing all the city and district councils in our rohe with the support they need to understand regional council functions and how these may be delivered in the future. Activities currently delivered at regional scale by our council – such as flood protection, catchment management, coastal planning, pest control and transport to name a few. These are vital to the future health and wellbeing of our region, and require integrated coordination and management at a regional scale.
Any changes to local councils will not take effect until at least the 2028 local body elections. Until then it is business as usual and all our usual programmes, rules and services continue.
Waikato Regional Council overview
Catchment management and transport are regional council functions and are specifically identified in the criteria for the Head Start pathway. Any proposals submitted through this pathway must demonstrate how these functions will be supported and maintained.

Regional unitary authority favoured by council
In May 2026, Waikato Regional Council signalled it favours a single unitary authority and emphasised the need for regional functions to be well considered in any proposals being developed across the region.
To achieve this, the regional council has been assisting territorial authorities to meet the criteria of regional functions, in particular catchment management, transport and regional planning.
